When Water Was Cheap to Use




I moved here in the fall of 1984 and started gardening, hauling leaves full of earthworms in the outer foot of the piles from the leaf dump near Riverside Park.  Come spring of ‘85, when I started watering, the water bill was just over $25 in base rates: $20 for water; and $5 for sewer.  Water unit rates were pennies on the dollar and no unit rates on sewer.  In July and August, it got just over $26 from irrigation.  Our City was clean, green and beautiful and forest fires were far from any cities.

We had thunderstorms nearly every weekend of that summer.  I was enchanted by thunderstorms, but wondered: “Why only on the weekends?”  Sixteen years later, taking Landscape Management at RCC, I learned that most people couldn’t afford automatic irrigation and had to water on the weekends, hauling a sprinkler around and using mechanical timers.

Back in 1985, I learned that if I didn’t water because it looked like rain, it wouldn’t rain enough to make a difference, as many other people felt the same.  I created what I called a gardening superstition: “If you don’t water because you think it will rain, it won’t rain enough to matter.”

Water Well and Wisely

 


            It is difficult to waste water by irrigating.  Water goes into the air, the ground or plants.  It evaporates into the air and can make clouds and rain, either in the area in which it is used or somewhere downwind and often uphill where it rains more easily, recharging creeks and rivers.  In the ground, it recharges the water table and often runs into rivers and creeks.  Or it goes into the plants and from there, into the air by transpiration if it isn’t used to build the plant. 

            But it is waste to consistently overwater.  Overwatering is hard on most plants.  If the soil is overfilled with water, it can rot roots.  Overwatering has caused landslides. 

Sodden lawns breed crane fly larvae who eat grass roots and cause brown patches.  This is often a result of poor lawn construction.  Putting fine clay sod on top of coarse soil without mixing the soil between the layers can cause a “perched” water table because coarse soil has less surface area than fine soil and passed water more slowly.  I have seen many sloped sod lawns that stay soaked from watering too often. Sloped clay can be watered several times in a night to get deep enough, then let it dry for a week.

Lawns and most plants don’t need to be watered more than once a week, about an inch per sprinkler position, regardless of how hot the weather is.  Find out how long it takes to put down an inch by putting a can or water gauge half-way between the sprinkler and the edge of its throw.  High heat shuts down photosynthesis in many plants.  Plants don’t grow their roots any deeper than they have to, so their roots will stay near the surface if the soil beneath is too wet.  A wet surface brings up weed seeds, while allowing the surface to dry out keeps most seeds from growing.

Frequent, shallow watering is just as hard on plants as overwatering; indeed, both cause wilting.  Roots cannot grow deep because the water doesn’t make it that far, and the soil dries fast.  Watering with soaker hoses is often shallow; so is watering by hand-held hose.  Sprinklers and timers work better.

My 0.23 acre yard is watered by moving hoses and sprinklers to the edge of previous watered spots, so it is really double-watered, as sprinklers never water evenly and this evens out the watering.  Automatic sprinklers systems are built to water from one sprinkler to the next, which does the same thing.

I was given a barberry bush for my June birthday once and planted it in a small bed.  The soil was dry to more than a shovel-depth, but the plants around the hole were happy.  That is what weekly deep watering can do.

We will pay for this debt forever


Speech to the Grants Pass City Council, 10-21-2020

               A couple of years ago, Staff asked you to pass a debt payment fee for our new water treatment plant, which they said would not increase by inflation, and would go away when the debt is paid.  This made me happy; it was a fixed payment for a fixed cost, and in 30 years, it would be gone.

            Later I learned that only 60% of that debt payment would be in that fee.  I assumed that 18% of it would be paid by the Urban Renewal District that was passed to help us pay for the new plant.  But that still leaves 22% of that debt to be loaded on our rates, an equal percentage rise in the base rate and the unit rates, where it is set to be compounded every year by 4.5 times the rate of inflation, and will never go away.

            A few weeks ago, I asked our City Manager if this was correct.  He has not answered my question about the URD’s 18%, but we did learn in the Courier that our water rates will be rising by 6% every year for 5 years to cover the debt not paid by the fee.  That is in addition to the 6.78% more we are paying every year for 1.5% inflation plus 5.28% to cover the overhead that we are not paying with our decreasing water use.*

            Staff tries to make it sound like they are saving us money somehow by keeping our base rate too low to pay all the overhead, like we used to before the base started being lowered and part of the overhead loaded onto our unit rates to make us save water.  But each customer has only one base rate; we use multiple units, and as we collectively cut back on those units, both base and unit prices are raised to cover that overhead. 

            We used to pay all of our overhead with base rates because that was the cheapest way for everybody to pay for water, and we could use all we needed for any beneficial use, including watering to keep our city safe from fire.  Rates were stable.  Unit charges were literally pennies on the bill. 

Now we are oppressed by high unit charges into paying more and more to use less and less water.  Please cancel the 6% rate increases and make our debt payment fee and the Urban Renewal District cover the whole debt.  Please do the same for the sewer plant debt, which is all being paid with our sewer rates.

*I was wrong about this because FCS did not say what was being paid for in the expected 6.78% rate increases over 4 years that they put in their March 2020 memo’s rate charts.  Staff said that it does include the debt service of the planned new plant.  If that is all that their expected increase covers, they are not planning for increases to cover overhead that have been happening since 2008.  

Staff said, after this speech, that the Urban Renewal Agency (not District) is picking up 18% of water debt service, and that it can be done for the sewer debt as well.

Make a Fermentation Swamp Cooler

This is a fermentation swamp cooler.  I needed something to ferment my Butternut salad in that was cooler than room temperature, which makes fermenting vegetables mushy, but warmer than a refrigerator, which stops fermentation--something about 50-60 degrees F.  A regular swamp cooler for keeping drinks and such cold can get down to 40 degrees, the temperature at which water begins to evaporate.  I figured if I made one that allowed outside air in under the wet towel, it would stay a bit warmer than that, and it does.

It starts with a very large bowl.  This one is never used except to mix vegetable salad for ferment, which was handy.  Put a flat 9" cake pan in the bowl, set the jars of vege salad in the pan, and pour water in the bowl outside the pan until it reaches almost to the top of the pan.

I just happened to have this white-painted metal screen cake cover that has holes big enough for fruit flies and ants to get through, making it fairly useless as a cover, which I thought would be useful for keeping the wet towel elevated above the jars.  (A colander would work as well.)  Looking at the first photo, it works beautifully.  It has a hole in the coverage on each side of the wet kitchen towel that covers it, allowing some room-temperature air in too keep it from getting too cold.  The towel hangs just outside the pan, which keeps it sitting in the water, but not wicking water into the pan.  

It would probably work just fine if the water did wick into the pan, or even if the pan was not there.  But I like that this arrangement keeps the fermenting juice out of the water.  Jars of fermenting vegetables tend to leak their salty, acid juice out under their loose lids, which have to be left loose to keep fermentation from breaking the jars.  You have to open them and press the vegetables down every few days to push the CO2 out of the mix as well.  After a week, tighten down the lids and put them in the fridge to stop the ferment and enjoy.  They keep a long time in the fridge.

I also enjoy the salad when they are freshly mixed with salt.  Salt and lack of oxygen is what make fermented vegetables safe to eat, killing all the salt-sensitive bacteria and those that need oxygen.  Germs that like high-salt environments and are killed by oxygen just happen to be the lactic acid producers that are safe to eat, which is why sauerkraut works with just salted cabbage, well pressed and weighted down into its juice.  Salt also pulls out some water from the vegetables, keeping them crisp as they ferment and providing the juice to keep out oxygen.

Too little salt or too high fermentation temperatures will both tend to make a mushy ferment, which is not enjoyable.  I find that one and a half percent salt by weight is perfect; under one percent is not safe.  You'll need a good digital kitchen scale to figure out how much for each batch.  Weight the salad in grams, and multiply by 1.5% or 0.015.  I use Himalayan pink salt for its milder flavor and its minerals.  It is important to work the salt in with gloved hands, squeezing the vegetables in your hands, to help the salt and bacteria penetrate them.  Press the salad into the jars hard to exclude the air as you fill them until they are 1/2 inch from the top and covered with juice.  Press a plastic baggy into the top to keep air off the mix.  A Brie's salad dressing bottle with the label removed works very well for pressing it into jars.

These three quart jars of Butternut salad were made with a very long Butternut squash, peeled, seeded and grated with the large grater on the Saladmaster salad maker I got last year; two red and yellow sweet peppers, seeded and chopped; and a large white onion, peeled and chopped.

Swamp coolers, from large desert air conditioners down to a pan of water with a jug of drink in it covered with a wet towel draping into the water, works by wicking water up wet cloth and evaporating it down to 40 degrees F.  This is a trick I picked up while living in the Arizona desert; it comes in handy anywhere the summers are not humid.  

During monsoon season in Arizona, swamp coolers become fairly useless, but not in Southern Oregon, because we don't have real monsoons.  Southern Oregon used to regularly get wet summer thunderstorms from irrigation humidity when water was cheap and nearly everyone in the city watered their yards, which doesn't compare to true ocean moisture sucked into the interior by hot mountains from a warm ocean.  Our ocean is cold, and we have a coast range to stop the coastal fog from getting this far inland, so our hot mountains cannot bring us summer rain from our ocean, creating high pressure instead that blocks ocean storms.  

Over the last 15-30 years of high water unit prices increasing far faster than inflation all over the nation and the world, we haven't been irrigating our cities enough to make many summer rainstorms, making dry lightning and wildfires instead, so swamp coolers and misters can work really well to cool houses and yards.

Price Sewer Fairly: Petition to the Grants Pass City Council

We, the undersigned residents and business owners of Grants Pass, want our sewer service to be priced fairly, as a subscription service, without unit rates.  Debt service would be a separate, fixed fee and end when the debt is paid.  Rates would rise only by actual inflation of the previous year’s expenses from the year before, not the Consumer Price Index.

This is an advisory petition to the Grants Pass City Council, to request that this matter be discussed and acted upon at a City Council Meeting.  It is not a petition for the ballot. 


Signers must be city residents, landlords, or business owners.

Price Sewer Fairly
Council, please eliminate unit charges on our sewer service, raise the rate only by actual expenses of the previous year over the year before, and assign the plant’s debt service to a fixed fee that ends when the debt is paid.
          We are currently charged unit charges for sanitary sewer service, also known as wastewater treatment, based on the average number of units of water per month used the previous winter.  We should be charged only a subscription base rate, without unit charges, and any inflation of the rates should be based on a rise in actual expenses of the plant of the previous year from the year before, not the Consumer Price Index.
Unit charges are unfair to large households, many of whom are poor and must share housing expenses, and/or are young families with children.  People who can afford to live alone or as couples generally do so. 
Charging unit prices only subsidizes the rich and punishes the poor and those with more children for the water we use for household uses.  It is more just and better for the workings and finances of the plant to have the well-off subsidize sewer for poor people and for larger families who raise children who will pay taxes to Social Security and Medicare.
This service benefits all people equally, so households should pay equally, as should businesses and governments, depending on their water service size class.  Cities provide sanitary sewer service and mandate the use thereof within city limits to control the diseases that can result from contact with sewage.  We treat our wastewater to drinking water standards set by the federal government before returning that water to the river for the same reason and to protect the life in our river. 
We cannot control the amount of bodily waste we produce, and there is no reason why we should.  We have some control over the amount of water we use, and that can be a problem for sewage treatment if people are charged high sewage bills for winter water use.  Our waste requires a lot of water to carry it down the pipe to the wastewater treatment plant.  If people are using the toilet several times before they flush it and otherwise being very careful about their water use, the pipes can clog, interrupting service, causing trouble, and creating extra expense.  Having more concentrated waste may also make it harder and cost more to clean it to drinking water level.
Likewise, if people become very careful about their water use because of high water unit charges and wastewater unit charges on top of that, the city will collect less money from unit charges and have to raise the sewer rates on everyone.  Everyone will have to pay more for the same service. 
To start paying for the debt service on the ongoing renovation of our sewage treatment plant, the City raised the rates 7% on both the base rate and unit charges, assigning half of a fixed cost to variable revenue, dependent on winter water use.  It is set to be raised 7% again next year and the year after.  That debt service should be paid with a fixed fee for a very fixed cost, which is not affected by inflation.

Water tames climate and fires


          

         It is August, and parts of California and Oregon are burning as has happened nearly every summer for the last 10 years, and in many parts of California last winter.  We are being told this is the new normal.  It was also the old normal, before we started watering with sprinklers, making it cooler, wetter and saving our cities from wildfire.
Water moderates climate and tames fire.  At 1%-4% of the atmosphere, water vapor is the most abundant greenhouse gas, holding heat by its sheer thermal mass and the blanketing effect of clouds. Yet it also cools the air during the day, by cloud shading; rain; evaporation; and transpiration through plants, which can bring the air down to 40 degrees F, the temperature at which it starts evaporating.
Evaporation is the first step in the water cycle.  That evaporation doesn’t just come from large bodies of water.  In fact, water in a body doesn’t evaporate well, because of surface tension, unless it is warm or whipped into spray by the wind.  Being near a seashore with a prevailing breeze blowing off the ocean doesn’t guarantee any rain will come of it, if the air pressure is high and the ocean is cold.  It makes fog on the west side of the coast range. It takes either a lot of heat rising from the land to pull it in from a warm sea, monsoon style, making wet thunderstorms, or a low-pressure system with wind-whipped waves to bring cooler ocean moisture onto land and make rain.
Inland, on the east side of the coast range, ocean moisture doesn’t make it to Josephine county unless a strong low-pressure system brings it in.  It was known as the Agate Desert before we started watering with sprinklers.  Extreme heat, cold, fire and floods are characteristic of deserts and drought.
When absolute humidity is closer to 4% than 1%, it is harder for fires to start and burn.  When summer thunderstorms are given moisture from sprinklers on almost all the properties in cities and the surrounding country, they make rain, not dry lightning.  This is what happened in the ‘80s, a wet decade we are told, when practically everybody in cities and country watered because water was cheap, and they wanted their yards to be clean, green and safe.
That was also the decade when water alarmists started telling us that we have to save fresh water, no matter the locality or the conditions because only 2% of the water on Earth is fresh water, and telling us that evaporation is waste.  California, and later Oregon, started instituting rationing by price, oppressing the poor and middle class, many of whom stopped watering their yards.  Many other cities around the world have done the same, drying out their cities and the countryside around them, making the world as a whole drier, hotter and more dangerous, as we saw in Greece this summer.
Thousands of single family homes in a single subdivision in Santa Rosa, California burned in Santa Anna winds last winter, while thin strips of green grass and trees out front of those homes did not. Their top water rate is $6.50 per 1000 gallons.  600 homes burned in Redding this summer, while paying $1.425 for every 750 gallons.  When people can’t afford to water, many stop cutting their weeds, because no one likes to maintain ugly.   Those weeds grow, spread their seeds, dry out, and can easily burn down their homes.

The Natural Gardener: Watering Is Not Waste



          Oregon water law allows any use that is beneficial.  It forbids waste, which it defines as using more water than necessary for any beneficial use or use that benefits nobody.
            Watering one’s property is not waste, even outside the irrigation season, so long as there is a good reason for it, like keeping the cracks in the ground open around a well, so water continues to flow into it.
            Indeed, it is difficult to waste water by watering, except by overwatering, which makes soil so wet it is difficult for plants to grow and encourages crane flies that eat grass roots.  This harms the yard, but still contributes to humidity.  Water that sinks into the soil recharges the water table and/or eventually flows through ground to the river.  Water that is taken up by plants grows plants or is transpired into the air.  Sprinkler watering washes plants, removing dust and fungus spores.  Water that transpires or evaporates from plants, the sprinkler and the ground makes the air cooler and more humid and makes clouds and rain.  Using cleaned city water prevents contamination from E. coli and other nasty germs.
            The water cycle works better if we work it.  In the ‘80s, at the height of sprinkler irrigation, nearly every city property and county farm was irrigated; Grants Pass was clean and green.  We had wet thunderstorms nearly every week in Grants Pass, though usually not enough to stop watering.  There were bigger rain events in July andAugust than in June and September.  There was more rain in Medford than here, and more rain in Klamath Falls than Medford, in midsummer, because everyone was watering, and water was building up and falling as it traveled uphill and downwind, filling creeks along the way.
But in the ‘80s, we started hearing that fresh water is in short supply and we should save it, regardless of local supplies and conditions.  After 30 years of “saving” water in Grants Pass and Medford by price rationing, the situation has reversed, with smaller, fewer rain events in midsummer and dry lightning being more common than thunderstorms, making bigger, more frequent forest fires.  Half of Grants Pass has gone dry, weedy, seedy, and littered in summer because so many people stopped watering, mowing and maintaining their yards.  We have had yard and forest fires in the City because of that lack of maintenance. 
I was told by a city staff member on several occasions that Oregon law requires tiered rates, or the state could take part of our water right.  I asked him to show me that law.  He could not and asked me to look for it.  I did, reading the state water manual and searching Oregon water law.  I found a law which says that the state wishes us to save water, but no mandate to do so, and nothing about unit prices or tiered rates.  I found a law which says that if a city saves enough water that it wants to do something not already in its permitted water right, it must ask the state Water Board for permission to do so. If the Board disagrees with that use, it can take that part of the city’s water right.  So, the only danger I could find to our city’s water right is if we save water, not if we use it beneficially.

Water is Wealth


Oregon has had a great El Nino this winter, recharging our lowered wells, and banking water in our mountains in the form of snow that will be feeding our rivers throughout the summer, allowing us to use it or lose it. 
If we don’t use it, we may well lose more of that snow over the summer than if we don’t.  Water that evaporates from summer sprinkler use makes clouds and rain uphill and downwind, cooling the air and melting the snow more slowly than if it is dry and hot in the mountains.
Water is wealth and is a lot like money: we less we keep it in circulation, the less we have to use.  Water vapor made by sprinklers moves east with the wind and makes rain not only in our hills, but over the mountains in the deserts and plains.  The less confidence that we have in its supply, the less we use it and the less is available to use.
We likely had 4 years of drought on the West Coast because we didn’t keep it circulating like we used to.  For the last 30 years, we have been told that the world has a limited supply of water, and we must save it regardless of local supplies, although it is the most automatically recycled resource on earth.  We have plenty of water in our river and its reservoir, which got us through the last 4 years of drought regardless of snow lack; we can afford to use it and should.
When I was here in the ‘80s, we were irrigating whole cities and the vast majority of our farmland and had summer thunderstorms nearly every weekend.  Our creeks ran all summer.  There was more summer rain in Medford than here and more in Klamath Falls than in Medford, which could happen only by keeping the water moving downwind and uphill, adding to it along the way.  We had larger rain events in July and August than in June and September because we kept the water moving uphill.  Both situations have reversed since the ‘90s as we watered less and many farms and yards went dry in summer.
Many cities, including Grants Pass, have instituted tiered water rates that charge more for higher tiers of use, which is bad for the finances of both our water plant and its customers.  People have responded by using less water, which meant that the rates had to be hiked even more to pay for plant overhead, which is most of the cost of providing clean water.  
Tiered rates are actually illegal, charging larger families more for a public service than it costs to provide it, and charging single-person households less.  Ironically, we all end up paying more for less water, because they discourage higher use that would cover the overhead.
Many people have saved water and money by not watering, and thus have stopped sharing water vapor, which otherwise would cool the air and make rain, filling creeks which do not get snow melt and have gone dry in late summer over the last two decades. 
Our river water is our wealth.  Use it and keep it circulating or lose it to the ocean.

Water Wisely and Well

          Proper watering has become controversial, as many people think that sprinkler watering is optional and wasteful of water that someone somewhere else can use.  You cannot waste water in Grants Pass by irrigating properly, which means all over the ground and plants.  The water either evaporates from plants and soil, is sucked up by plants and transpires into the air, or sinks into the water table and recharges wells and the river.  That which evaporates or transpires humidifies the air, cools it, and makes rain.  This is the only practical way for ordinary people to share water with other places.  Sprinkler irrigation is loving your neighbor, near and far.  Our river has plenty.

Results the following spring from not watering for a few years.  And perhaps using Roundup to kill weeds.

Some think that if they don’t water, they won’t have to mow or weed.  But weeds don’t care about watering, even thrive on dryness, and once they have taken over a lawn, one must mow more often to keep their flowers from seeding the neighborhood and making the yard uglier yet.  But no one likes to maintain ugly and people tend to ignore it, so such yards often go unmowed.
Some say to use plastic mulch and drip irrigation.  Plastic mulch is ugly.  Drip is unreliable and incomplete.  You can’t really tell how well drip is working if it is covered, and it’s delicate.  You can have a leak or blockage and not know it; voles chew holes in it; shovels break it; growing tree roots and rocks pinch it.   You lose the benefit of evaporation from wet plants and soil and don’t wash off the dust, which grows fungus on leaves.  Some think that it is bad to water paths, but trees, shrubs, and even large annuals like tomatoes send their roots under paths and suffer when they are not watered.  And it’s not cheap or easy to build or maintain a drip system. 
The best watering is also cheapest and easiest: sprinklers.  Automatic sprinklers are the most expensive system to build, though the most reliable.  But one can get by with hoses, sprinklers, and cheap mechanical faucet timers.   Watering by hand sprayer rarely works well; one must hold a hose too long.
 The best sprinklers are also cheap: Pound O Rain, a pound of metal with a big hole in the middle, which blows out a nice, even circle of water.  Twin-circle aluminum “owl eyes” work much the same, but not as evenly, and the lighter sprinkler flips easily.  No moving parts means a longer life, though Pound O Rain can rust out so much that it no longer holds onto a hose.
Water an inch per week for lawns, edibles and most ornamentals.  Use a tuna can to estimate the proper timing. It’s best to water any one spot only once a week, twice at most to promote deep  rooting.  You can move a sprinkler or two around a yard to hit everything once a week. 
For even watering, set the sprinkler on the edge of the previous wet spot, as no sprinkler sprays evenly.  Automatic sprinklers are set up to water to the next sprinkler to cover an area completely.  Even watering is double watering, so you only need ½ inch at a time on each spot.
To sprout seeds, water lightly every evening until they sprout, allowing the water to soak the seeds all night.  Using a hand sprayer works well here.
Last, but not least, do not skip watering because it is going to rain.  When it rains half an inch or more, skip watering for a day.   It may sound superstitious, but if you don’t water, it won’t rain enough to matter.  Call it insurance.
